The character's history stretches back for decades in the comics, so there's certainly enough lore to dig through to find a more obscure character and fashion them into something new. A Season 3 episode laid the groundwork for the team to come together, though they were ultimately captured nevertheless, "The Flash" could certainly invite these crooks back to make them the primary villains of Season 4.

The show has never used a non-speedster as a season's overarching Big Bad, but they've set up plenty of opportunities to do so.
However, Barry will have to use something besides his speed to take down Season 4's villain, as Kreisberg has confirmed they won't be a speedster.
Though "The Flash" has featured a hodgepodge of weekly villains over its run, each season has used an evil speedster as its primary antagonist - and, often times, they are much faster than the Scarlet Speedster himself, which pushes him to be even faster. According to executive producer Andrew Kreisberg, the show is due for a change in that regard: next season's villain won't be a speedster.
